Doctrine
Defense-first means denying adversaries strategic effect through resilience, autonomy, deception, isolation, and recovery. Authorization-bound means technical capability never substitutes for legal mandate, target authority, jurisdiction, deconfliction, or oversight. Effects-capable means the architecture can support lawful, directed operations when a competent authority provides the mission and controls.
Seven commitments
- Protect the mission system, not merely the network. Power, cooling, control, compute, identity, physical space, communications, and recovery are one assurance problem.
- Design from consequences backward. Engineer out pathways to unacceptable physical and mission outcomes before relying on detection.
- Match machine-speed attack with bounded machine-speed defense. Humans define authority and boundaries; automated systems act within them and preserve evidence.
- Separate defense from external effects. Internal containment may be pre-authorized; third-party access or effects require a distinct lawful mission package.
- Test against intelligent adversaries. Use digital twins, cyber ranges, red/blue autonomy, electronic-warfare conditions, poisoned data, sensor deception, and recovery stress.
- Make every high-consequence action attributable and reviewable. Authority, code, model, configuration, inputs, action, effect, uncertainty, and correction remain linked.
- Claim only the readiness that evidence supports. Serious defense posture is strengthened—not weakened—by distinguishing architecture, prototype, test, deployment, and operation.
