High Consequence Event

A defined physical, safety, environmental, mission, or continuity outcome that the protection architecture is designed to prevent.

Plain-language definition

An unacceptable outcome used to drive engineering priorities.

The definition is intentionally bounded. It identifies the property or role under discussion without converting terminology into a claim of deployment, recognition, personhood, citizenship, sovereignty, or authority.
