Direct answer

K10 compares two offline generations covering all nine declared Runic domains. Every live lifecycle state remains NOT_OBSERVED or NOT_SUPPLIED because the public build performs no network acquisition.

Authority, operation, and disclosure boundary. K10 publishes static tools, deterministic synthetic fixtures, review queues, offline observation records, migration and merge reports, abstract dependency analysis, reference transition plans, audit trails, signed offline receipts, redaction records, and a release-time dashboard. It does not perform live monitoring, deployment, procurement award, facility certification, network reconnaissance, protected-system operation, legal authorization, or factual adjudication.

Transition policy

State rules

  • A later accepted observation supersedes the earlier record but does not erase it.
  • Missing resolver, DNSSEC, certificate, or browser evidence remains NOT_SUPPLIED or NOT_OBSERVED.
  • No lifecycle state is inferred from Unicode or IDNA conversion.
  • No public runtime performs network acquisition or monitoring.

Reference records become stale after 192 hours under the synthetic policy. A later accepted record supersedes but does not erase its predecessor.

Evidence fields retained without inference

Resolver diversity, DNSSEC evidence, certificate-chain evidence, browser-display observation, registry policy, registration, delegation, DNS, TLS, hosting, ownership, and service operation remain separate. Empty fields are not silently completed from IDNA conversion.

The public builder performs no network query. These records do not establish live domain operation.
